It’s important to note that while there are no restrictions set on shipping shoes from the US to Mexico by the US government, Mexico imposed restrictions on imported footwear in 2015.

These measures are designed with the aim of improving the competitiveness for domestic footwear manufacturers who are operating in the country and avoiding the undervaluation of footwear that is being imported.

Several courses of action have been taken including:

  • The need for importers to be listed in a sector-specific registry
  • The designation of ports for processing shoes
  • Reference prices for footwear being imported and sold

The government has also worked to establish non-tariff restrictions and regulations that abide by international trade law as well as automatic licenses that were held prior to this. A new automatic licensing system was implemented in 2015 for ‘commercial statistical monitoring’ purposes.

What Information Needs To Be Provided?

To gain an automatic import form for footwear certain information needs to be provided. This includes:

  • A description of the goods and materials with reference to the percentage of each material and characteristic
  • The target audience for the footwear 
  • The level of coverage the footwear provides
  • Whether it’s intended for a specific sport or use 

Various additional pieces of information including the commercial invoice number, the country of export, the commercial brand and model and the total value of the commercial invoice is required. The name and address of the exporter must also be provided and potentially the name and address of the supplier as well. However, the latter information is not considered to be mandatory. 

It is also necessary for the company or individual importing the product to attach a commercial invoice that provides complete details of the items being imported. The commercial invoice needs to have been issued within sixth months of the request for an automatic import permit. 

It’s important to note that all of the information that has been provided must be given in Spanish. 

Shipping Goods from the U.S. to MexicoShipping Goods from the U.S. to Mexico

If you’re planning on shipping goods from the US to Mexico it may not be as easy as you might think. However, it’s certainly not impossible. Again, it’s worth mentioning that certain documents must be in place and regulations need to be followed. Typical methods of shipping from the US to Mexico include:

  • Truck
  • Rail
  • Air
  • Sea

Usually, there will be a mixture of different shipping methods used. 

What Happens During Shipping?

During shipping of your products, the American carrier will transport your goods to the border. Here, items will be delivered to a carrier that will have been selected by the person who is the recipient of the goods that you have shipped.

Once the carrier receives your shipment, they will check the documents and inspect the cargo that you are providing. They will then prepare the shipment to enter Mexico for the agent who handles your shipment. Many apparel and footware shipments cross the border in Eagle Pass.

The Mexican customs agent will then present the entry for the Mexican recipient. Once this is complete your goods will finally cross the border. At this stage, a third party will ship your order across the border and through customs. Here, it will be delivered to the carrier’s facility. 

The Mexican carrier then transports the items to the final destination where it reaches the recipient of the good that you have shipped. 

You will need several documents including :

  • Import/export form
  • Commercial invoice
  • Bill of lading
  • NAFTA Certification of Origin (This is only for goods that qualify for NAFTA)

You also need to make sure that there aren’t any other restrictions on the goods that you are shipping to Mexico.

If you are freight shipping in Mexico, you will need to make sure that you have:

  • An importer
  • A transportation company or a freight forwarder
  • A Mexican customs broker

Documents Required

If you are a freight shipping to Mexico you need to arrange a few documents before shipping. This includes:

  • Shipper letter of instructions 
  • Bill of Lading
  • Commercial Invoice
  • Packing List

You also need to make sure that you have a Mexicans customs broker and that the importer is registered for whatever product you are sending.

Documents Explained

The bill of lading is also known as BoL. This is a document signed by both the shipper and the transportation company. It will also be signed by the receiver when they get the product you have shipped. It covers everything from the quantity to the origin and the final destination. 

The Letter of Instructions must be provided by the freight forwarder and then filled in by the company shipping the product. It shows how and where the export shipment will be handled. Information includes the shipper's broker and consignee as well as a description of the merchandise. 

Documentation For US-Mexico Border Crossing

There is now a new document required for all imports coming into Mexico. The Documento de Operacion para Despacho Aduanero “(DODA) is a document that includes all required details for the Mexican import. This is generated through the MX Customs portal. It includes:

  • Customs and section 
  • Transport Identification number
  • CAAT number

There is also the Cargo Manifest. This is a document prepared by a licensed US Customs broker. It provides various details including:

  • Gross weight
  • Transport document numbers
  • Freight details and charges
